Summary: Mandates that businesses receiving Business Employment Incentive Program (BEIP) grants must pay union-scale prevailing wage on all construction work done in conjunction with the grant. It also requires third parties such as landlords, general contractors and developers to pay prevailing wage on construction at a leased facility when a BEIP employer occupies 55 percent or more of it. The law applies the mandate to both existing and prospective BEIP recipients, and continues the requirement for two years after the first BEIP grant is paid.
